services.sh restart problem - This ruleset is required and connot be disabled

I just got this when running: services.sh restart

[root@esx101:~] services.sh restart

Errors:

Invalid operation requested: This ruleset is required and connot be disabled

[root@esx101:~]

Any ideas? Host was rebooted already today

services.sh restart &tail -f /var/log/jumpstart-stdout.log will work. Once all services are started you have to Ctrl-C to break the flow. This is applicable for ESXi 6.5.
