restricted virtual machine settings

So it appears the fat client is slowly being deprecated in favor of some web client.  I want to change some device passthrough settings to bring one of the physical devices directly to a VM, but apparently these particular settings arent available in the fat client, I get an error message telling me to use the "vSphere Web Client".  So I google that phrase and see I need to install the "vCenter Server" and a google of that takes me to VMWare's page on this where Im told its not free.

Am I just not going to be able to edit all my settings here? End of story?  Unless Im a corporation buying stuff from them?

VM with hardware version 8 is going to be fully manageable using vSphere (fat) client.

vSphere web client is going to be needed for hardware version 10 or higher along with it's new/enhanced features.

not too sure if this is going to change in web based Host client which is a fling at the moment. see bellow.
