if VM is shut down..then resources allocate to that VM is idle or resources can be utilized..
hi, there is no resource utilization of a powered off VM except the utilization of storage space, it also depends on what type of vmdk deployed.

resources allocate with or without reservation in both the cases it can be utilized in shutdown state.
