"Upgrade virtual hardware" causing guest not to be able to boot

After I upgraded from ESXi 3.5 to ESXi 4.0 I upgraded Vmware virtual tools and rebooted guest. I then shut it down guest and choose "upgrade virtual hardware". Now when I try to start it it goes to PXE boot.

Which kind of VM is?

This is Windows 2003 guest. This is the only one since I only tried to upgrade hardware only on this one.

Boot order lists SCSI disks first.

Very strange.

Have you changed the boot order of BIOS?

Try to enter (ESX button) to see it.

Found the issue. During virtual hardware upgrade ESXi changed SCSI IDs so bootable SCSI ID become last. This is bug but easy fix.
