" Failed - Transport (VMDB) error -45: Failed to connect to peer process. " after reinstall

Seemed to nuke my host by changing the PCI passthru in places I shouldn't have. I run ESXi 6.5 from a USB however since reinstalling the host (no hardware changes) I am face with the following error when trying to boot my primary VM (other VMs do start) - Any suggestions would be greatly appreciated as I've lost access to terabytes of data :S

So I reinstalled ESXi to the USB and now i get a new error:
