question about HA admission control

I got a cluster of 5 nodes but they are all running at 70-90% memory utilization

IF one host fails, if the other 4 nodes able to power on the VMs? What HA admission control policy can I use in order to be able to power on the VMs in case of 1 host failure?

With the default Admission Control setting of tolerate one host failure, HA will notify you when there are VMs which cannot be protected.

If I enabled HA but disabled Admission COntrol

and one host fails, would all the VMs be able to power on on other 4 hosts?

Admission Control is the part of HA which tracks the powered on VMs, and ensures that VMs are protected in case of host failures. If you disable Admission Control there's no guarantee that the VMs can be be restarted on other hosts.
