ESXI 5.5 Host = 512 Vm's 4000 VM's per cluster
ESXI 6.0 Host ( not service console) = 1000 VM's 8000 VM's per cluster

It also depends on that you are using HA or not. The following restrictions apply to an HA cluster
Given is Quick Comparison table between the Configuration maximums of vSphere 5.5 and vSphere 6.0:
VM per cluster
Vsphere 5.5 = 4000
VSphere 6.0= 8000
