how to install VMware Tools to Windows Server 2016 core

When I select the 'install VMware tools' option, I get the error "The operation is not allowed in the current state." The VM guest is up sitting at a command line prompt. So, in other words, I can't mount the virtual CD that has the tools; so, I can't install them.

Does anyone know how to fix this issue? The OS appears to not be usable in this state. For example, the network interface will not connect. No drivers? This guest OS version is new to me. I know how to use Windows command line and Powershell, just not what I'm supposed to do with this.

Well, this time I shut the machine down, started it back up, tried again and it worked.
