host low load and vms low performance

Hi,

I assume I'm doing something wrong, so I ask Smiley Happy. I have a 32gb RAM host, SAS storage and 2 quad core processors. A couple of facts:

- I'm running around 20 virtual machines.

- load average on the server is 0.04

- memory usage is 16gb (50% free)

- cpu usage is always around 900mhz (8 x 1596 ghz) total

The problem is the virtual machines performance is SLOW. I have them ALL with 'SHARE: NORMAL', no reservations or core affinity. I feel we are not using the resources right.

I made the simple test to set SHARE: HIGH to 1 virtual machine and the performance increased very noticeable. I don't think the solution is to set ALL the vms with SHARE high. I think this is this way because the share is related to 1 of the physical cores and not the aggregate power of the host (on resource allocation I have HOST = 1596 MHZ). 

Also, I read is not recommendable to assign two v-cpu to the VM unless is absolutly neccesary.

Since this are development virtual machines, they don't have 'even' workload during days, but I want them to perform fast then they are being used.

What Am I doing wrong?
