esxi vsphere won't allow me to use 'network serial port' - possible license issue?

I have been using esxi 6.5 to run ISO images as VM.  When i just installed esxi server, serial port worked fine. After license expired (which I didn't know i had to install) and installed the license, 'network serial port' is no longer working.

As you can see it above, 'connected' status is 'No' which was 'Yes' prior to install the license.

Above is the license i installed.  I have used esxi 5 which did not have this issue.  Does anyone know what I supposedly do to make 'serial console' work again?  Do i separate license for 'serial console' use?

You need an Enterprise/Enterprise plus license for that.
