esxi upgrade from 6.7 to 7.0u2 results in FileNotFoundError: [Errno 2] No such file or directory

while trying to upgrade from esxi 6.7 to 7.0U2 after accepting agreement i get error message

An unexpected error occurred See logs for details

FileNotFoundError: [Errno 2] No such file or directory: (here comes a space in single quotes)

what's wrong?

Without error logs, its hard to say.  Likely on an upgrade, that points to a corrupt partition or bootbank.
