does HA/DRS require vcenter to be up

if vcenter is down, would HA/DRS still work?

Agreed with Troy Clavell and also confirmed in Duncan's excellent article;

So, while HA, by design, will respond to failures without vCenter, HA relies on vCenter to be available to configure or monitor the cluster

HA will work as it just restart the VM's to other host in the cluster, whereas DRS need the analysis the performance of cluster to place the VM's and need vMotion to migrate the VM's so it required vCenter to be available
