Hi,
Assuming that you are running vCenter on a Windows machine (not using VCSA), you could configure Windows firewall policies to do that.

I'm lack of experience with that appliance, sorry! It's based on a linux, so MAYBE it has iptables (linux firewall) running and you can use it to block that ip addresses.
Hopefully someone with more experience in that appliance will help us...again, sorry

You can set firewall rule for access deny those ip address which you don't wanna give access.
