cannot create new VMs "Value does not fall in the expected range"

I have a new install of ESX 4.0, seems to be working however whenever I click on the host and select "New Virutal Machine" it results in an error window stating "value does not fall in the expected range". In additon I have tried adding an iSCSI target LUN from a previous ESX host, I can browse all datastores fine, when I right click on a .VMX file and try to add the VM to inventory I get the same error. The pop-up window is immediate, for some reason the host is actively preventing any new VMs from being created. Things I have tried:

It is a valid licensed install

Not in maintenance mode

rebooting ESX host

Tried with and without iSCSI storage mounted

Solved this by re-installing ESX, not sure what the problem was.

I have encountered this issue on ESXi 4.0. It occured not only for attempting to create new Virtual Machines, but also for inventorying existing Virtual Machines.

I have been able to recover from this issue by deploying an OVA file as a new Virtual Machine, then deleting the resulting Virtual Machine. Afterwards, I can both add multiple new Virtual Machines and add existing Virtual Machines to my inventory of Virtual Machines.
