Yes, you certainly can, although it's best practice to set the host to Maintenance Mode. This will ensure that all VMs (in case the host runs in a cluster) will be migrated to other hosts, or be powered of, and the host will remain in Maintenance Mode after powering it back on again.

You can reset it.
But I strongly recommend to put it into service before performing the operation if you have a Host cluster

Yes you can reboot a host without putting it into maintenance mode. But it is recommended/best practice to enter maintenance mode and then reboot.
