Wrong value for ready% only for one VM

I have several VM's running on 3 esxi servers. I know that the ready% value is not always explaining much. I have plenty of cores and many small VMs, with few vCPUs. In all VMs but one, the reeady% value is always less than 1%. But in only one it is always steady at 790%.. The VM has 4 vCPU. I tried to reduce from 4 to 3 vCPU and the ready% is now fixed around 600%. As each vCPU would give 200% of ready%.
This does not create any performance problem, I'm only curious to know why this one VM has different values.
The attached pic shows the moment I reduced vCPU from 4 to 3.

Is there any limitation on CPU?

No, I have no limitations in cpu or memory. I see that odd graphic only in web host client. It is an old esxi 5.5 and when I connect to it via vSphere Client it's all ok. I'm moving to esxi 6.5 on another hardware, so it is not an important issue. TY!
