Windows 2012 Guest not booting with "Required Device isn't Connected"

We have a Windows 2012 guest that went belly-up last week.  We see the blue windows logo and then the black screen:

"Windows failed to start..."

Status: 0xc0000225

Info: A required device isn't connected or can't be accessed.

I assume this is related to an update.  This was a P2V a few years back and so something OS-wise probably got hosed with the update.

I restored from a backup we took 2 weeks ago and get the same result, so assuming that the update ran prior to that and we did not run into the issue until the system rebooted.

This VM was just running NPS for wireless authentication, and we built a new one from scratch in short order this morning, so this is nothing urgent.  But I am looking for any advice as to how best to try to recover, because it is a bit disconcerting.

I uploaded a Windows 2012 Standard ISO to the datastore and set that as the CD and boot from it.  But running any of the bootrec commands yields nothing:

bootrec /fixmbr  and /fixboot - cannot find the path specified

bootrec /rebuildbcd - results in "0" Windows installations being found.

Any thoughts on how to attack this one?
