ESXi power plan affect your resource scheduler operation and by using "High Performance" or static high performance (Especially on HP servers), you will have lower CPU ready and higher VM performance.
On other hand, when you are using "Best Performance" on your VM, it affects your VM performance as well. Windows has some features such as CPU core parking and etc.
The features help you to power saving but do you need to power saving on a VM?!?!
Answer is NO. So if you have plan for power saving on your host, configure it to "High Performance" on your VM.
