Can anyone confirm as to whether the CPU and MEM hot-add features of a 2003 Standard 32-BIT Guest OS is available? This VM is an export from a ESXi 4.1 environment and imported into a ESXi 5.5 environment and the hot add is disabled even when powered off and set to 1 socket.

What is the virtual hardware version of the VM? I believe hot-add was first implemented in virtual hardware version 7.
The VM was upgraded to version 10 to after the import to the 5.5 vCenter.
Check that the VM configuration file has the following entries:
vcpu.hotadd = "TRUE"
mem.hotadd = "TRUE"
Windows Server 2003 Standard 32 bits don't support Hot Add, even on physical platform, this is a "limitation" of OS.

I'm not fully sure if CPU hot-plug works with Windows 2003 32bit, but hot-add RAM should be working as per VMWare Guest OS Compatibility Guide
