I am using ESX 6.0 and vCenter 6.0 and when I use vSphere to connect to the ESX.
For my VM TESTENV08-CLI64 which is version 11, I noticed that when it's powered off or on, vSphere will say the following in its Recent Tasks:

I had the same problems. vpxuser tries to download a new config for your VM.
To fix this problem:
If your problem already exists, you can turn of the vpxuser forever. But pay attention thats not so a recommended variant.

I am also seeing this on ESXi 6.0 and vCenter 6.0 "Download VM Configuration" initiated by vpxuser message appears in Tasks.
Is this expected behaviour? Would it have an impact on network connectivity while this configuration is being downloaded?
In my case this behavior is observed when I register a (file) copy of vm on the same vcenter. While both vms a shown on ESXi host, they are absent in vcenter inventory. This is because duplicate vc.uuid. Just remove vc.uuid string from vmx file and reload vm (vim-cmd vmsvc/reload vmid)
