Where a vlan can be created.

Per kb article  it states http://kb.vmware.com/selfservice/microsites/search.do?language=en_US&cmd=displayKC&externalId=100407...

  • Assign the VLAN on vSwitch and or portgroup. Supported VLAN range (1-4094).

Yet the gui does not offer the option

and the cli refers to adding it to a porg group

Does anyone have an explanation?

if you go to the configuration tab of your ESXi Host, then to Networking, click on the properties of the vSwitch in question. From there you can "add" a port group, you probably want a Virtual Machine Port Group... Follow the prompts.

Remember you still need to configure your trunk groups on the physical switches in order for the VLAN to be seen on your ESXi Hosts.

I am not sure what you mean by gui does not offer an option.

There will be a vlan dropdown kind - look for that.
