I have converted a legacy physical server which is operating on the Windows 2003 server using Vcenter converter utility to VMware ESXi 6.7 host,
everything was great except Graphics, network and some other drivers not recognized by windows,
I tried to run "install VMware tools" many times without any luck, even I tried to reboot the server as well. nothing...
I read in another article to uninstall VMware tools then re-install it again but the problem I couldn't find it on ad-remove applications,
please advise

You could try the unsupported and long dead MSI Cleanup utility from Microsoft: https://www.majorgeeks.com/files/details/windows_installer_cleanup_utility.html
Make sure you have a snapshot or backup before doing this but I've used it in the past with no issues. Your mileage may vary of course

actually, I have tried this tool but even it's not showing that vmware tools are installed,
i think there is something working with this installer coz i tried many times to install it and reboot the server but no luck,
any other suggestions??

The problem isn't what you're doing, it's what you're using. Since Server 2003 is no longer supported, VMware does not include tools for this legacy OS in ESXi. You will need to go and download them separately (v9 branch) from your MyVMware account.
Try downloading the package manually from the following link and install it, check if the issue still persist
