VMware licensing and Veeam replication

One of our customers is currently running VMware ESXi in a cluster with two hosts. He's using Veeam for backup purposes. The client will replace the two hosts with new ones and wants to use the old ones for replication using Veeam. So the new servers will run the active VM's and the old ones will contain Veeam replica's and have no active VM's.

My question is if we need extra VMware licenses for the old VMware hosts which have only Veeam replica's. The replica's will only be started in case of a disaster; like fire on the primary site and the production VMware hosts are lost.

My interpretation of your customer situation is that they need licenses.
