VMotion blocked between two clusters of the same EVC level?

Hello Forum,

I added two new clusters to a v6.5 vCtr.   Set EVC to Ivy Bridge (highest supported) on one and Haswell on the other.   Added 4 v 6.0 hosts to each cluster.   I can migrate live VMs between these two clusters in both directions even though they have different EVC levels. 

But, I cannot migrate from another EVC Haswell v6.0 cluster to either of these new clusters not even to the new Haswell cluster.

What am I not understanding here?

For the first question Ivy <-> Haswell it depends on which cluster a VM has been powered on. vMotion for VMs that have been powered on should work, whereas vMotion for VM's that have been powered on on the Haswell cluster should not work.

Not sure about the Haswell <-> Haswell issue you see. Some more details may help.

These 8 hosts are the ones I had previously inquired about, moving to a new DC w live VMs.   I added them to an existing DC and then moved to the new clusters while VMs were running.    The clusters they previously belonged to were both EVC Ivy Bridge.
