Hey,

The Resource tab of VM's setting is all about resource management.

You need to manage the resource alloacation from ESXi host to it's VM in situations when demand is more

than the capacity, overcommitmen scenarios, for example for RAM and CPU and Disk.

According to VMware:

"Resource management allows you to dynamically reallocate resources, so that you can more efficiently use available capacity."

On the Resource tab you can define three major settings;

1- Shares (Priority of your VM).

2- Limits (Maximum allocation).

3- Reservation (Minimum allocation).

Take a look at these links for more detailed info:

http://pubs.vmware.com/vsphere-4-esx-vcenter/index.jsp?topic=/com.vmware.vsphere.resourcemanagement....

http://pubs.vmware.com/vsphere-50/topic/com.vmware.ICbase/PDF/vsphere-esxi-vcenter-server-50-resourc...

I use your helps and get the meaning of each option.

At general I think the default configuration for resource is better, isn't it?

You can do this on the virtual port if you use a vNetwork distributed switch.  Distributed Switches are the way to go bu they only come with Enterprise Plus

The feature you are looking for is called traffic shaping.  Not sure why you are trying to set these limits at 20 Mbps this explains where it can be applied.

https://www.aiotestking.com/vmware/2012/02/which-two-vsphere-elements-can-traffic-shaping-be-configu...

This article explains what to do at the vswitch level.  You would of course be applying this to all VMs that use that vswitch.  A messy work around would be to dedicate a vswitch for the VM you want to shape.

I doubt you are working with Enterprise Plus, but if you are, this should help you.
