Should we increase the CPU, memory, or restart the VM resolves the issue?

I'm afraid there's no general rule of thumb for such a situation. If this happens you need to start troubleshooting to find out what cause this and then - based on the findings - do the necessary steps.

There are few situations where a VM "goes down" from having to few vCPU or too little configured RAM.
If the VM is functional, but performs badly it could be (after investigation) reasonable to add more virtual hardware, but if the VM crashes it is most likely something incorrect inside the VM guest operating system and its applications.
