Welcome to VMware Communities.

I assume you are asking if there is a way to track over-provisioning of resources for a VM. You can check this from the performance tab and alter it yourself depending on the usage trend.

There is another enterprise level tool from VMware known as vROPS that does this job for bigger environment.
