Upgraded from ESXi 5.1 to 6.0, C-States disabled in Bios, High Performance power management policy for host. ESXTOP shows C-States in use after upgrade. Any ideas?

ESXi 5.1 - ESXTOP showed C-States were not in use.  After upgrading to vSphere 6, ESXTOP now shows C-States.  Confirmed (1) C-States are still disabled in BIOS and (2) Host Power Management Policy is High Performance.  Any ideas on what setting change in vSphere 6 would cause this?  Found issue is occurring on multiple hardware models.
