Unable to reserve resources for VM

Hi

I am launching a new VM using ovftool.

ovftool --noSSLVerify --overwrite --X:logFile="/tmp/deploy22.log" --X:logLevel=verbose --viMemoryResource=8192:8192:8192  --powerOn --name="${VMNAME}" "$VMX" ${VI_URL}

Opening VMX source: /var/qps/.tmp/deployed_vm_info/VM03/base.vmx

Opening VI target: vi://root@esxi-host-1:443/

Error:

  - Access to resource settings on the host is restricted to the server that is managing it: 'x.x.x.x'

Is there any configuration i am missing?

Is this host connected to a vCenter server?   If so, the instructions here might help.
