Telnet Console via Serial Port is dropped

I'm running ESXi 6 and i obtained the standard free license couple of months ago. I have several VM Guests. I usually access them thru Console Serial Port - "telnet VM-Host-IP tcp_port_number". The console via serial was running fine for 1-1/2 months. For whatever reason, I could not connect to all my VM Guests via console. I read some and they're saying that after 2-months period, Telnet Console via Serial Port expected to drop and need license. So, I removed the standard free license and ran as Eval, my Telnet Console worked again. Then, tried putting back the standard free license, telnet is dropped again. From the client, it's clearly that the VM server is denying the telnet on tcp port nnnn.

telnet x.x.x.x 5001

telnet: connect to address x.x.x.x: Connection refused

telnet: Unable to connect to remote host

Under Security Profile, It's always checked "VM Serial port connected over network", Incoming Ports "23,1024-65535", Outgoing Ports "0-65535", Protocol TCP.

Any idea if there's a way to allow the traffic inbound with the free license or any recommendations? Everything is working fine except the Console via Serial ...

I think, you need to enterprise license on this regard.
