I have seen cases where the ESXi boot screen shows a specific module loading message but in background it might be stuck in loading a different module. One way to get some additional info would be to check
/var/log/boot.gz file ( unzip and open in vi editor) . check how long it is taking for vaaip_cx to load or is it really loaded. Also look into /var/log/jumpstart-stdout.log which may also suggest some errors.
If you have any other machine booting properly, compare the satp/psp rules in both machine and verify none of the default values are not modified
