Setting Startup Order in Cluster

In ESX4 I can see where I can set the "startup order at power on" under the configuration tab for the individual hosts of guests on an individual host, but I am running in a DRS cluster. Is there a way to set the overall startup order? Since I would assume that if a guest gets vMotioned to another host that its startup options do not carry along with it?

edit settings of the cluster and go to VMware HA--Virtual Machine Options

If using HA/DRS the start up order is disabled. You can however setup restart priorities.

That sounds like the right thing. We just need to make sure our DC and Exchange servers come up first.

So pardon me for asking, but I'm not all that familiar with ESX... Where do I set the restart order?
