Public hosted ESX with internal LAN not allowing https/ssh

So as the title states I have this ESX host sitting in the wild (yes I know not the best thing but it's not a very big issue).

So currently I have a vSwitch specifically for "LAN" connections that has a physical port assigned that isn't actually plugged in since I don't actually need it in use, just as a dummy port to make the vSwitch. I have a VMKernel in that subnet assigned to the "LAN" vSwitch and I have a cloud router hosted on the ESX host which is talking perfectly fine. I can ping the ESX host via the assigned LAN address hoever ssh and https does not function on it.

The VMKernel as Management enabled and the system firewall has rules to allow the subnets I'm trying to connect from. Any idea why this wouldn't allow management functionality?
