Problems Cloning. 'Guest Customization' option not available.

I am trying to clone a Windows 2003 server from vSpherer Client. vCenter Server is running on 2008 R2 and we are running ESX 4.1. When I clone the machine I get to the 'Guest Customization' page of the wizard but everything is grayed out and the option selected is 'Do not customize'. Why can't I select the 'Customize using the Customization Wizard' option. I've attached a screen shot of what I am seeing.

You have all the proper sysprep files installed in the right folders on your vCenter Host OS?

OK. Now I'm confused. If I select another machine (2008 R2 Enterprise) and attempt to clone it the 'Guest Customization' options are now available. Does this somehow have something to do with the OS version? One that does not work is Windows 2003 Standard.

Sounds very familiar to me as I have just rebuilt my Virtual Centre with 2008 x64 and i didnt copy the sysprep files to C:\ProgramData\VMware\VMware VirtualCenter\sysprep was scratching my head for a while!
