PowerCLI script doesn't shutdown the host, it reboots

Good morning, all.

I'm struggling with a PowerCLI command that isn't working.  What I need to do is to power down the host machine using a script that is triggered by the UPS.  In a power outage situation, I need all the hardware to be powered off before the batteries are exhausted. I have a Windows server that automatically runs a PowerCLI script to shutdown the guests and hosts when the power level is critical.

I have everything operational with one little gotcha.  The host doesn't power off, it reboots.

Here's what I am running:

      vicfg-hostops --config vhost-9.cfg --action poweroff --operation shutdown --force

The vhost-9.cfg file has the system name, login, etc.

I am running this command against a Sun x2200 server that powers off just fine when I run Linux on it.  The CPU is an AMD 2218, if that matters.
