it depends.
A simple example:
Let's say Patch A consists of updates for the esx-base and vmware-tools.
Patch B only has updates for vmware-tools.
Patch B would include all changes from patch A that had to do with vmware-tools, but it would not include the esx-base part.
So in this example you would need to install both patches in order to have both components up to date.
If two patches contain updates for the same components, the latest patch would be enough.
