I'm not sure if this problem is specific to esxi 6 but I have successfully upgraded a host via cd based iso
Attempting the same thing via a PXE based network install ( something which has worked from 4.x onwards) and I am seeing the error
ImportError: No module named vmkctl
This appears after the initial module loads all seemed to take place
