Need to move VM's off ESXi v4.0 hosts on to ESXi v6.5 hosts. Is P2V an option for this?
V2V is an option here; https://www.vmware.com/pdf/convsa_61_guide.pdf
So is (assuming shared storage) powering off the VMs from old hosts on the old vCenter, removing them from the inventory and adding it to the new hosts on the new vCenter.

One way you can do V2V. or Exporting from v4.0 version & importing to v6.5 after shutdown.
If both ESXi/vCenter hosts are configured Shared Datastore..? If yes. You can unregister VM in 4.0 ESXi/vCenter and register it in 6.5 ESXi/vCenter .
If not a shared Datastore, then you need to do V2V.

If you have shared storage please un-register from 4.0 and register on 6.5 , Take snapshot , upgrade hardware ad update vmware tools
For v2v , you have use vmware converter and i didn't find the version compatible with 6.5 , please find below

still you may try this option on 6.5 else , move to 6.0 then update to 6.5 .
