My network card receive no packet until I start Wireshark listening

My network card receive no packet until I start Wireshark listening on the VM host(Windows 2016). It requires to start capturing again after the reboot of the server.

Please use the same slang as we use.
Here a operating system is either a VM or a Host (ESXi , Mac with Fusion, Linux or Windows with Workstation)
A VM host is ambigous ....
