Minimum rights to clone an existing VM

I need to create a role on a vSphere 5 infrastructure to allow a given user cloning existing VMs in a given folder.

I gave the role the rights users should have (in my opinion) but when the user attempts to clone the VM he/she sees the "Host / Cluster" windowthe "Specifi host" option and the "Next >" button are disabled and the user cannot go on.

What right or permission is missing?

Please let us know what permission already assigned to that user .

We made several tests.

During last test we cloned the "Administrator" role and assigned the cloned role over a folder to a user.

The user is unable to clone VMs inside the folder.

We "solved" the problem (but it is not a solution) by assigning the cloned role to the same user over the root of the infrastructure.

Is there any guideline we can follow to give a user (or a group) only the cloning right only on a given folder?

Somebody says we should assign user rights to the user on the Windows ntfs direcories inside the VCenter server, does it make sense?
