Short answer: No.

This is all with the same company. So I can't set up a Prod vCenter and also a Dev vCenter environment with the same keys? I was told I could but I wanted to verify.
Answer is still no, doesn't matter how you use or enable those environments. They must all be licensed separately from both a vCenter and host perspective.
Against the conditions of the EULA, therefore illegal.
If your environment has enough licenses(hosts, cpu), you can separate license on my vmware without fee.
if you have not, you must buy the license.
Unfortunately this does not apply to the vCenter license. Each vCenter instance has to be covered with its own license.
