Assuming that you are talking about the C# vSphere Client, then no, v6.0 is the latest one. For newer ESXi versions you'll have to use the built-in Embedded Host Client.

you are able to log in to ESXi 6.5 with vSphere C# client 6.0, but with limited functionality.
And connection to vCenter server 6.5 with vSPHere C# 6.0 client is not possible.
