but if i configured the HA/DRS then, if i removed the cluster, will HA/DRS works?

No, only the hosts in the cluster can participate in HA/DRS, since these functions are managed/configured by vCenter Server on the cluster level.

No, without the cluster HA / DRS won't work.   HA will work without the vCenter host being online, but not DRS.

Yes, DRS is running in the vCenter and will not work if vCenter is offline.
