I've VI3 foundation license & I've upgraded it to ESX 4 & vSphere4, now questions are :
1.>Am I eligible to configure HA with foundation?????
2.>Can I able to add 5 host with foundation license ????

Foundation in VI3 would not give you HA from what I remember, and foundation has been replaced in vSphere with Essentials and Essentials Plus. Depending on what you have got. Normal Essentials no HA, Essentials Plus with HA. Both are still limited as was Foundation to 3 hosts.

As you can see, VI3 Foundation maps to vSphere Standard
Now, you need to take a look at the vSphere license page to see what features are available: http://www.vmware.com/products/vsphere/buy/editions_comparison.html
HA is available with standard, regarding the number of hosts to license when you add the keys into vCenter you'll see how many license are available based on CPUs and that should tell you how many hosts you can license.

I stand corrected, Foundation does appear to map to Standard. So although you wouldn't have had HA in VI3 you would get it on the move to vSphere 4.

If you mean with VC Foundation, the answer is no.
VC4 Foundation has the same limitation for VC2 Foundation: max 3 hosts.
