I can't attach a vol (Cannot open the disk) yet it's not locked (not locked by any ESX and is free)

We have an old server (a VM & a clone of it from some time back) that won't power up.  I removed it from inventory (but did not delete) and tried to re-add it to inventory; but none of the files allows that option (greyed out on all).  

Since I only need the data, I built a new VM and tried attaching the volumes to it...which is where I got the "Cannot open the disk" errors. Researching the issue, I found https://kb.vmware.com/s/article/10051 and ran the vmfsfilelockinfo command via SSH which told me that the file was not locked & is free. 

if it's not locked, wouldn't it mount even if there was a snapshot, as long as the snapshot was present?  If not, how do I mount the most recent version/snap without access to Snapshot Manager for the VM (since it no longer exists except as a set of files)?
