Host cannot enter maintenance mode because it failed to enter Namespaces maintenance mode

Reinstalled the ESXI hosts with 6.7 u3 version and added to vcenter .
When we try to move to maintance mode getting below error. 

Enter maintenance mode
Status: The operation is not allowed in the current state.

Error stack:
Host cannot enter maintenance mode because it failed to enter Namespaces maintenance mode on the node.

we are able to move to maintenance mode from ESXI UI and shell but not from Vcenter
Lockdown mode : disabled
Vcenter :7.0.1 17327586
VMware ESXi : 6.7.0 13006603

No VM's are running and also they are in the cluster

Namespaces are managed by WCP service which is needed for Tanzu operations. Even if you are not using it, the service needs to be started. Could you please run:service-control --status wcp

If it is down, start it:

service-control --start wcp
