With the free edition you can share storage and register the VMs on both ESXi hosts, but you can setup a cluster. You might want to look at Essentials Plus with with you get High Availability - http://www.vmware.com/products/vsphere/buy/editions_comparison.html. If you want to migrate your VMs while their powered on then you would have to look at the advance licensing level. Otherwise will Essentials or higher you would be able to use vCenter to migrate your VMs while they are powered down.

Do you have a system or PCI card working with VMDirectPath? Submit your specs to the Unofficial VMDirectPath HCL - http://www.vm-help.com/forum/viewforum.php?f=21.

To set up a HA/DRS cluster you'll need a vCenter. Free ESXi boxes can't be managed without a licence to have a vcenter agent on it. You'll need at least Essentials Plus (for HA).
