You could use a Powercli script as discussed in a previous post https://communities.vmware.com/t5/VMware-PowerCLI-Discussions/Clone-a-VM-with-a-script/td-p/509187 . As for the scheduling part you could use Task Scheduler.

100% yes. If you use Veeam B&R or one of the countless other Backup Solutions you will archive your goal within minutes. Also a vCenter isnt needed... just 2 licensed ESXi. The replication target doesnt need a Veeam license either because Veeam only needs the source licensed where your "read" your data.
