This isn't unheard of... Sometimes just restarting them will drop get cpu usage to drop. In the configuration of the agents, disable the parts you don't need or want. For example, don't enable the storage part if you don't have the particular HP storage arrays that it supports. Also, bump up your service console memory to 800 mb if you haven't done so already.
