Getting "Too many Users" error message

Getting "Too many Users" error message when multiple VM guests attempt to connect CD-rom to ISO boot image. Does anyone know if there is a setting or  that limits the number of concurrent connections to a hosted file?  The file is a boot iso located on a VMFS datastore. The ISO is simply a boot loader to get to a Provisioning server. At the moment we have about 50 guests connecting to this ISO but this number could grow to hundreds and thousands. Maintaining a bunch of copies of the ISO would be cumbersome. This is actual a VDI implementation. The actual error message is below.
